 The Bell of Time in Jisshi Park is Designated Cultural Property, right?

According to the Chuo-ku Monoshiri Encyclopedia, at the explanation of the capital Designated Cultural Property,

 That's why it is the capital of Designated Cultural Property, and the bell tower on display has stairs and it is usually impossible to climb, so I thought that the bell of the night was not contradictory. However, on the pillar of the bell tower, I found a poster for guidance.
