It is said that it was opened with the efforts of the producers of the musical, SEMPO-Japanese Schindler's Chiune Sugihara Monogatari (cast Koji Kikkawa, Honoka Suzuki, etc.) released in 2013. It is difficult for Jewish people to pronounce Chiune "Chiune", so he called himself SEMPO Senpo.

Chiune Sugihara issued visas to many Jews persecuted by Nazis Germany in Canaus, Lithuania, where he was serving as consul of the Japanese Consulate during World War II, saving about 6,000 Jewish refugees (from the pamphlet of SEMPO Musuem).
