The warship training center is the first full-fledged naval education institution by Edo shogunate. There is an explanatory monument at Harumi-dori St. 6-20 Tsukiji. In 1857 (1857), the Shogunate established a warship professor's office for flagships and family members in the Kobusho in Tsukiji, and later renamed it a warship training center.

The facility was burned down in the first year of Genji (1864), and was temporarily relocated to the adjacent residence of Matsudaira Akimori, and was renamed the Navy Office in 1866 (1866). In the same year, it was burned again and moved to the current Hamarikyu Garden.
