The intersection of "Muromachi 3-chome" is a large intersection where Chuo-dori and Edo-dori St. intersect, so maybe this is an old sign? The official notation method in the house display is "3-chome", so when setting up "Muromachi 3-chome Minami" later, it would surely have been discussed whether "3" should be used instead of "3".
