Delay on the right is a monster who wants to move slowly in order to enjoy the present.
The clock tower at the mercy is a symbol of modern times that is sometimes misled. The children in front of the show window answer the question how they perceive the changing times. Their actions lead the future. When you press the button, as if you were magical, the needle of the clock tower regains the exact time.
